BOS Minutes 06/05/06

The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, June 5, 2006 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip
Sibley and Selectwoman Bonnie Reemsnyder were present.

Proclamation – Emily Zemba – Girl Scout Gold Award
The Board of Selectmen recognized Emily Zemba as a Girl Scout Gold Award recipient and for being one of three Gold Award Scholarship recipients. For her project, she wrote a Lyme Street walking tour guide for the youth of our town.  First Selectman Griswold read a proclamation congratulating Emily on her achievements.

Approval of Minutes:  May 15, 2006
Selectman Sibley made a motion to approve the Board of Selectmen minutes of May 15, 2006 as written.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Communications:
Letter to Rep. Giuliano – DEP Marine Patrols
Rep. Giuliano wrote to First Selectman Griswold about the DEP increasing marine patrols in Old Lyme for the summer.  Officer David Todd received correspondence from the DEP offering 66 hours of marine patrol service on holidays and weekends for the summer for a donation of $5,000.  First Selectman Griswold notified Rep. Giuliano of the offer and that Old Lyme will opt for the DEP personnel and boat.

Appointments:
Inland Wetlands Hearing Panel – 1-Year Term to January 2007
An Inland Wetlands Hearing Panel has been established to hear grievances and appeals for violations of Inland Wetlands ordinances.  Inland Wetlands officer Ann Brown recommended the following names be on the panel.
Steven Ames
Thomas Degnan
Geraldine Foster
Selectman Sibley made a motion to appoint Steven Ames, Thomas Degnan and Geraldine Foster to the Inland Wetlands Hearing Panel for a one-year term to Jan 2007. Selectwoman Reemsnyder seconded the motion.  SO VOTED.

4.Old Business:
Passage of Town Budget
The town budget passed on May 15, 2006.  A special town meeting was held on May 25, 2006 to approve an additional $63,500 for the 2006-07 budget of the Old Lyme Fire Department.  A committee consisting of First Selectman Griswold, two firemen, two members of the Board of Finance, and one alternate for each will obtain a list of qualified firms to research capital needs of the fire department. The mill rate has been set at 17.8.




Town Hall Expansion Committee – Update
The Town Hall Expansion Committee is going through the submissions from 17 architects interested in the town hall expansion project.  It is the responsibility of the committee to do reference checks and interviews in order to select a firm.

Ethics Formation Committee – Update
Bob Roser, a member of the Ethics Committee, put together a draft focusing on the appeals process, gratuities, etc.  The committee will make recommendations to the Board of Selectmen for a collective conclusion.

Church Corner Committee – Update
Fire Marshal Dave Roberge and Engineer Tony Hendriks are working on issues such as the width of Ferry Road for a proper turning radius, parking, and sufficiency for emergency vehicles.

Memorial Day Parade
The Memorial Day Parade was well attended.  The essays read at the cemetery were eloquent.  The Board of Selectmen thanked director Tony Hendriks for a job well done.

5.   New Business:
CCM Emergency Management Symposium
First Selectman Griswold, Selectwoman Reemsnyder and Fire Marshal Dave Roberge attended a CCM symposium in Cromwell and were impressed with the trade show, speakers and workshops.  Mr. Roberge is willing to do a presentation to groups about emergency management.  Selectwoman Reemsnyder reminded the citizens to let Dave know if there are persons with special needs who will need attention in case of an emergency.

Millstone Power Plant – Evaluated Exercise
The Town of Old Lyme received a high rating at the Millstone Power Plant emergency exercise.  Twenty-one emergency volunteers participated.
Estuary Council of Seniors – Dedication of Senior Center Expansion
First Selectman Griswold attended the dedication ceremony  of the expansion of the Estuary Council of Seniors building in Old Saybrook.  The meals for the Old Lyme Senior Center and Meals on Wheels program are prepared in Old Saybrook.

Other Business:
Selectwoman Reemsnyder asked whether the fixtures at White Sands Beach had been changed.  First Selectman Griswold stated the old ones may get cleaned or buy new ones.
The painting is done and doors are sanded.

Selectwoman Reemsnyder stated that she would like to start the process of exploring alternative communication systems other than Valley Shore to see if there would be a substantial savings for the town.  First Selectman Griswold stated he would like first to meet with the Old Lyme emergency personnel to discuss the matter.

Selectman Sibley inquired about the increase of water after a storm on Route 156 near Windward Lane.  First Selectman Griswold stated that Dave Roberge and representatives from DOT and Amtrak will need to meet to discuss the problem.

Selectman Sibley asked if there was any news on the STEAP grant for the Town Woods facility.  First Selectman Griswold stated that no official information has been received.

Selectman Sibley made a motion to adjourn the meeting at 8:26 P.M.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
